Neither the SBA nor the Economic Development Administrationoffers grants to individuals--they make federally backed loans andloan guarantees to small businesses. But each year the federalgovernment awards millions in block grants to state economicdevelopment agencies, nonprofit organizations and universities,which then pass the grants along to qualified entrepreneurs. Fundsare awarded to small and disadvantaged businesses, companiesdeveloping high-tech products, women-owned businesses, companieslooking to export, and businesses involved in helping theircommunities, among others.
